What a controlled quality system and a complete handover look like on a building project: inspection points, testing, snagging, commissioning, as-built drawings, warranties, spares and training.
Quality on a building project is not decided at the end. It is decided at a few dozen moments during construction — when reinforcement is checked before a pour, when a waterproofing detail is inspected before it is covered, when a pressure test is either witnessed or waved through. Handover simply reveals which of those moments were taken seriously.
This guide describes what a controlled system looks like from the employer's side, and what a complete handover contains.
The instrument that makes quality visible is an inspection and test plan: a document, agreed before work starts, listing for each activity what will be checked, against which standard, by whom, and what evidence is recorded.
Every plan contains two kinds of point:
Hold points are the whole mechanism. Concrete poured over unchecked reinforcement, or a ceiling closed over untested pipework, converts an inspection into an excavation.
The benchmark practice deserves emphasis: agreeing a physical standard once, on site, prevents most finish disputes, because "acceptable" stops being a matter of opinion.
A quality system that never records a non-conformance is not working. Defects should be raised, given a cause, assigned a corrective action, and closed with dated evidence. The value is not the paperwork; it is that a repeated cause becomes visible and gets fixed at source rather than one instance at a time.
Commissioning is where a building becomes a functioning facility. It takes longer than most programmes allow and depends on things outside the contractor's control: permanent power, water, and sometimes an operator who has not yet been recruited.
A realistic commissioning sequence includes static checks, then energisation, then functional testing of each system, then integrated testing of systems together, then performance demonstration over a defined period. Fire detection, suppression, lifts and generators need particular time. Build the sequence into the programme and identify what the employer must supply, with dates.
A contractor who has done this before will show you a sample dossier from a previous project on request. That single question tells you a great deal at tender stage.
Snagging works when it starts early and proceeds by area rather than as one enormous list at the end. Close out one floor before starting the next; re-inspect against a dated list; distinguish genuine defects from damage caused after acceptance. A project that leaves all snagging to the final month will hand over late.
Handover is not the end of the relationship. A defects liability period follows, during which the contractor returns to correct faults that appear in use. Two things make it work: a clear reporting route with response times, and a contractor with a local organisation able to attend. A defects period against a contractor who has demobilised entirely from the country is a clause, not a remedy.
Work may continue past a witness point after the agreed notice, whether or not the inspector attends. Work must stop at a hold point until it is inspected and released. Hold points are placed where the work will be permanently concealed.
They record the building as constructed, including changes made during the works. Without them, every future maintenance, alteration or extension begins with a survey — at the owner's cost, on the owner's schedule.
Longer than most programmes assume, and it must be scheduled explicitly with the employer's supply obligations dated. Systems that need integrated testing — fire, lifts, generators, building management — drive the duration.
The complete handover dossier, the closed snagging list with evidence, assigned warranties, delivered spares and recorded training. Releasing the final payment before these exist removes the only practical leverage to obtain them.
